Well, I could cop out & say Robin, Nightwing, Batgirl, etc., but you probably guessed all these already. The Punisher is also on this list.

Batman gets his powers from equipment, so throw Iron Man in the mix too. And then any superhero that is on this level comes in. However, somebody (like me) will say that Batman's powers are not all equipment. A finely honed fighting machine, a mind like a steel trap. Even though the powers didn't come from radiation, but from conditioning and training, they are far above a normal persons ability.

Ironman & the archer from the Avengers (his name escapes me)--no powers, just mechanics & natural skills.
Most of the Bat family doesn't--Nightwing, Robin, Oracle...
