Was thinking solder or even j.b. weld
will the pipe get hot enough to melt the solder with water in it?

There is only one way, drain the line and solder it. You must drain the line or you will not get the line hot enough to solder.

You will also need flux to clean the metal

You cannot solder with water in the pipe. You would still need to drain to use JBWeld. You can either fix it correctly by draining and soldering or clamp a piece of rubber over the leak with a small radiator type clamp.

Soldering is the best way but you need to drain the water. Use pipe epoxy to seal the leak because that also works well.

If the leak is at an elbow or tee, you'll have to drain it and resolder it. If not, they make a rubber/clamp deal just for this type of thing. You should be able to find one at any good hardware store.

Use a compound for use underwater like "plastiloka" of the type "five minutes". A little ball made with your fingers, put it in the hole (previously cleaned) and wait a little time. Wet your fingers before handle the product.
