Do you know of a lawyer in New York city (or the neighbourhoud) that deals with bankruptcy chapter 13 and that works with a payment schedule? (the ones that I had contacted just fill it up when they receive the full payment for the case and I do not have that amount of money at once)

You may request to pay the filing fees in installments; most courts will allow it if you can show it would be a financial hardship to pay all at once. If you file under Chapter 7 and later convert to Chapter 13 (generally because you don’t qualify for Chapter 7), you won’t have to pay any extra fee. However, if you file under Chapter 13 and later convert to Chapter 7 (generally because you don’t keep up with your plan payments) you’ll have to pay a conversion fee of $25. Aside from the filing fees, you’ll be required to obtain credit counseling and take a personal financial management course. That costs anywhere from $50 to $100, depending on where you file.

Call or go to the Law School at NYU or Columbia University.
Explain your problem to the person that answers the phone and ask if you can get pro bono (free) legal advice for a Chapter 13 Bankruptcy. One of the senior law students may be able to take your case.

Pro bono means free, so maybe you will not have to pay.

attorneys will never take a bankrupsy case on a payment schedual. they know that they will just be added to the list of creditors whose accounts will become discharged. good luck.
