but the things is the computer won't start
i mean it star but don't loading windows it's restarting??

Sounds like it may be a software issue, not a power supply issue. I would go into safe mode (hit the f8 key at the top of your keyboard until you see the screen that gives you the options to go into safe mode.)
Then i would go to start>run type in msconfig . Then go to the startup tab and disable all the stuff starting up.
Then see if you can get back into windows.
Then reload the drivers one by one, restarting each time to see if one of these was your problem.

Reseat you video card or update the drivers. Restarting is usually video related IF you have ruled out a virus/adware.

Check the motherboard to see if any of the capacitors are blown.(puffed up at the top). If they are you need to replace the motherboard.
After check the bios to see if it is finding your hard drive.
Also the cpu fan not working properly may make the computer reset.
