I was talked into putting in a fine pebble floor in a retail shop and led to believe that the surface after curing would be like a non porous tile. It looked great when the surface was new but it has a porous surface and with customers spilling drinks and what have you it has become difficult to keep it clean. Can pressure washing do a good job and can I get a good quality sealent later to be able to just mop the surface?

Sure you can pressure wash the area, but do you really want to do that all the time..? Try getting a mop like the Libeman wonder mop, it has microfiber flaps that get into hard to get into surfaces and you can wash the heads.. It's not expensive and you can use regular floor cleaners. I'd try vinegar/water to take off any soap residue.. Good luck....

yes, ask your local chemical dealer (ecolab, etc.) what industrial product to use on your grout of the floor. They have excellent products for cleaning all surfaces. And they too can provide you with the correct sealant. you could probably clearcoat the whole thing..
