Open with a "background" section which explains the current situation. Follow with a "goals" section that discusses what the desired state of morale should be. Then get into the meat of the proposal, dicussing a game plan in detail. Be sure to detail any costs and give a timeframe for related activities.

First thing to do is to interview a very broad section of the employees and ascertain what the reasons for the low moral. Second, write up your dossier, in a clear, objective manner, and DO NOT inject such phrases such as" I BELIEVE", "I THINK", etc. State the facts / complaints in the descending order of percentages, and present to the authority requesting / responsible, for this information. Bear in mind, to be objective and of benefit to your fellow employees, DO NOT SLANT , DISTORT THE FACTS, and NEVER OFFER YOUR OPINIONS !!!!!! Need an example ? Just look at the news media !
