I'm looking for sites that will sell used laptops under $200. Please do not say ebay, I hate ebay, I despise ebay. Sorry if I'm being too picky. I'll add more later.

the cheapest desent laptop I've seen was $350 and that was in store here in austin. discount electronics.

IMHO you could add some money and buy a decent one for $400-$500
and no i'm don't offer from ebay, because i do use it very rare.

you may want to try to stay away from getting something like that used online , you can never be sure what your getting, or if it even works. i would instead go to a local pawnshop, and see what they have to offer, you will be able to see whats in the computer, if it works, and if it will suite what you need , if you do buy one from a pawnshop , try to make sure that you get one that still has the rescue disks for the system for it as well, because if the computer ever needs to be reformatted, your goin to need those disks to reinstall it, and without them , its a giant paper weight ..

Here are a few sites. Most are IBM brand. All are used or refurbished. They probably aren't the best quality. I can guarantee they aren't top of the line. But they are within your price range:
