In my opinion it matters on the qualities you were looking for . Sammy Haagar was a MUCH better singer that David Lee Roth. His voice went much better with the group's sound. On the other hand though, David Lee Roth was a heck of a lot better 'performer'. Complete with his fan kicks and aerial dynamics during concerts, he was the ultimate entertainer.
Since I am more of a fan of musical quality - I would have to say Sammy.

I like Sammy a lot but I liked him better on his own...I never cared much for David Lee Roth (he was good looking back in the day, but I was never that crazy about his vocals)
So I guess I gotta say Sammy after all.
