My steering wheel recently started shaking left and right and also causing my front panel to vibrate. I recently had a brake job done so I don't think it is caused by the brakes. The shaking/vibration occurs with or without braking. The guys at Brake Check also said my suspension looks fine. So I'm inclined to suspect something with the tires? Rebalance? New tires?

Your alignment or balance may be off, or your steering column could be loose.
If this happens more, or worse on the highway, or above, say 50 mph, it's probably your tires or alignment.
If you can, I suggest taking it to the dealership's shop.

oftentimes, maximum might pullover and verify for defects on the tires.... if no defects discovered, you need to to jack vehicle up and verify for loose ball joints or hardware concerning the steerage. and if not something, perhaps deliver vehicle in for tire balancing. good luck.

possibly wheel balancing, or possibly a bulge in one or both of your tyres.

if this happens at high speeds then you need wheel balancing ...

check your tire pressure. one or more may be low.
