Scattered thunderstorms are just when there are several small storms in an area that don't necessarily converge and might move around from place to place. So my town might get a storm but the next town might not but two towns over might get one too.

Scattered thunderstorms on the Weather Channel means a 40%-60% chance of rain. Most stations are similar in that give or take, half people given that forecast will have rain, and half will not. In other words it is a single T-Storm instead of a cluster of them.

The weather man/girl says there's a scattered thunderstorm when storms are so randomly spread out that one town may get it but a nearby town would never see it.
