im interested on fixing the problem and knowing whether having sex with this condition is safe.

I believe that is normal for teenagers, however, you could see your doctor about it. Just so you know, circumcision is most likely not necessary, just practising pulling it back, or maybe using a steroid cream, should be all that is needed. I'm not sure about sex so talk to your doctor (just as long as they don't con you into being circed) if not give it time...
