You can stretch it or use a cream, thanks to modern medicine. I once had this and it hasn't been a problem ever since. I posted the following on another question, but it should be the same information you need:
Some may say that circumcision will fix it, but circumcision's risks include reduction in sensitivity and pleasure, and making masturbation more difficult according to studies (including a few new ones from a few months ago). Oddly enough that's how it was promoted in the USA since masturbation was bad, haha. There's a reason why the USA is the last remaining advanced nation still doing it, and even so, it's getting a lot less popular (it's now as low as 14% in some states). Save that as a last resort, as you're doing. That's only one of the few risks, there's more listed here, in addition to the studies and statistics:

I was the same when I was younger, and now it slides fine with no problems whatsoever. Just pull back your foreskin when you shower the most you can without forcing it, and rub the head. That should encourage it to separate from the head. This is probably all you have to do, since this is common especially with teens. You just haven't 'used' it enough, as in masturbation and washing it. The same goes for sensitivity; the more your rub it the less sensitive it'll get (start using water when you shower then rub a little more each day).
And if its rather tight, you can get a cream that works in almost 95% of cases. It's 0.05% betamethasone or betamethasone dipropionate. And unlike circumcision it is very cheap ($12 in the USA), painless, and you don't risk decreasing sensitivity/pleasure and making masturbation more difficult.

Try that cream. It works. Doctors often just mention circumcision since its a surgery that brings a lot of money to them, especially in the USA.
If you have questions, e-mail me from my profile since I've gone through this. I'll be happy to answer any questions.

Okay, yes you can "fix" phimosis without needing to go the doctor's and definitely without any kind of surgery. And while you can have sex even with phimosis, it probably won't feel good and may even be painful.
The first thing you should try in your attempt to cure your phimosis is to try stretching exercises. See link 1 for good and detailed instructions on what to do. You should do these exercises for a few minutes each day for a few weeks to a month, preferably right after a shower/bath when the foreskin's most flexible.
If that doesn't work/do much after a month, you should ask a doctor about certain prescription creams that'll loosen the foreskin. In one study, these creams are the most cost-effective treatment a doctor can provide (link 2, names of creams in one of the tables). Be aware that the cream(s) may take up to a month or more to get the full effect, but you can speed things up a little by combining the creams with the stretching exercises.
These two treatments will work in almost all cases of phimosis. But, as I'm sure you've realized, it takes time (usually around a month or so) to get the full effect. There's no quick fix for phimosis, because even with circumcision you're recovering for a month. So regardless of what you decide, you won't be able to have "phimosis-free" sex in a week or two.
You should really consider postponing sex until you've cured your phimosis. Again, the two treatments above will almost certainly work for you. If worse comes to worst, there is a minor surgery that's cheaper, less painful, and has a quicker recovery time compared to circumcision in addition to removing little/no foreskin (link 3). But any surgery should be considered as a last resort.
Try the two treatments mentioned above, postpone sex until your phimosis is gone, and enjoy after that. See the remaining links for more info and good luck with whatever you try.

I used to be uncircumcise and i didn't have phimosis but sex usually consisted of me sliding in and out of my own forskin rather than my partners vagina which got irritating. If you don't want to be circumcised you don't have to but i would suggest you keep trying to stretch your forskin so it will be retractable for cleaning and sex.... If this doesn't work see an urologist. However, if you do happen to get circumcised you won't regret it...trust me.

You are NOT facing reality!! You just want the problem to go away, but it won't. You do not want to be circumcised which would be the best solution. You don't want to see a doctor who is THE ONE who could give you professional advice since he is qualified, trained, and licensed to do so. Sex will most likely be a bit painful, but it is not unhealthy. In order to correct the problem which will NOT go away and will at least continue to cause you psychological, if not physical, pain, you MUST see a doctor. Get real.
