Seems to be mostly a point of the time of year:

"Striped bass breed in freshwater and spend their adult lives in saltwater (i.e., it is anadromous). They can also live exclusively in freshwater and currently flourish in inland water bodies such as Lake Murray, Lake Powell, Lake Havasu, Lake Texoma and Lake Mead."

Striped Bass are really and truly Brackish fish, meaning they are born in the areas where fresh water meets with salt water.
Once they are born they move into the saltier waters where they can grow up to 60lbs or so but most likely you see them between 12 and 25 lbs. The striped bass that you see in lakes are called Hybrid striped bass, they are bred with large and small mouth bass which gives you an excellent and fun fish to catch in the lakes, they can grow up to 10 to 15 lbs in the lakes.

One species of striped bass can survive in both salt and fresh waters. The striped bass, Morone saxatilis is an anadromous fish. Although there are populations that never see the ocean.
