I am closing on a new house in a few weeks. The inspection showed only 3/4" of cellulose insulation in the attic and suggested I get more or the energy bills will eat me alive.
I've got a lot of money to pay out in the next few weeks and will not have the money to get the insulation any other way but credit card. I know that hot air rises, and cold air falls, therefore would it be allright to wait until fall to get this done or do you think the savings on utility bills will equal the interest paid on the card so I may as well do it asap? Any other suggestions would be great as well!

The insulation should help you out both in winter and in summer. The insulation should pay for itself pretty quick if you install it on your own. Just get some rolls of insulation and lay them down in your attic between the rafters. The vapor barrier should go down so that the pink insulation is showing. after you lay insulation down between the rafters, lay another layer down crossways in the other direction so that the lines criss-cross at a 90 degree angle. Try keeping gaps to a minimum. The more gaps you have, the more heat you will lose in the winter.

Make sure you wear gloves, a long sleeve shirt, and a mask when you are installing the fiberglass insulation. Fiberglass insulation can be very itchy.

If you have AC then you need to get that attic insulated. You can go to home Depot or lowes and buy the insulation and get the blower for free to do it yourself (or a friend) to save money.

As you can afford it, buy fiberglass batt insulation at the home center and install it yourself. Use a dust mask so you don't inhale glass fibers, not good for your lungs. A fast way is to hire a company to blow in fiberglass, this is quick and painless but a bigger shot of money at once.
