Call 1-800-Get-Dell, they can build you one right over the phone. If you qualify for the preferred account, payments can be as low as $25 a month. I bought the laptop I'm using right now from them. Its a Dell Inspiron 1501, and it will do the chores you described. The base price for this one is $499, and the one I have has the DVD burner, WIFI, and the true life display. I suggest going for the extended warranty. With all these extras, my monthly payments are just 30 bucks a month!

Dell probably makes the cheapest(lowest in price) laptops. The e1405 is pretty good, it's what I use. It's ultra portable and excellent for the price.
