No it's fine. People write it on invitations all the time. Just say oh by the way my mom said we can have a fancy-like dinner but she's going to cook it so I thought it would be fun if we all got dressed up as if we were really going to a fancy restaraunt so bring something dressy. It will be fun!
Something like that you know?
They won't get offended. There's nothing to be offended about.

It's not rude and it's been done for many years. The style of dress goes as follows: Formal-dresses down to the floor
semi formal-cocktail dresses-short dresses
Dressy-in between casual and dressy
Casual-relaxed-shorts-pants,ect...
You decide and let them know the form of clothes to wear inform them that it's going to be a formal party not an informal one. Good luck I know this is all new to this generation LOL and they have some "learnen'" to do! Have fun!

no, not at all. that sounds really fun.
i would just maybe go to a vintage clothes store and pick out outfits together. old fashioned type outfits from the 30s or 40s. then they won't have to worry about getting something on a nice outfit and it will go with the theme of your party.

It's not rude. It's your party, when you give the invitation just write Attire: blah blah bklah or whatever you want like Dressy, Fancy, Classy, and you can include things like non jeans, no sneakers , it's your birthday do what you want.

No it's not rude... tell your friends it's a theme party. You're having a "fancy" party and would like everyone do dress semi formal. It's not rude to ask... but it may be rude to expect everyone to accommodate. If you make it fun though everyone will enjoy participating.

girl no it is not rude, if that is what you want, then don't worry about it at all.
just tell them that you are having a nice meal and you would like for them to dress up, and look nice. It has never been a problem with any of my friends...we do it all the time. they may actually like it. tell them to bring a nice skirt or pair of pants with a nice top

Just say that you're having a spa birthday theme, and tell your guests they can wear a nice dress or outfit if they choose to do it. Don't force them to dress up, just let them know you're theme and it's an option. (Dress pants/skirt, dress, with short sleeve dress shirt or something with sandals).
