You don't need to stop masturbating, its not the reason. Fact is you go through puberty when your body is ready and not until then. There is nothing you can do about it.

Sweetheart, you are fine. You are completely normal. Masturbation is the body practicing and you are simply doing what comes naturally. It will not harm your development and will not harm you. The only time it becomes a problem is when you do it to 'escape' all the time. Then you need to avert your attentions and get out with mates more.
Everyone hits puberty at different points and the rate of development also alters from person to person. At 14 you are probably in the middle of it. Don't be fooled into thinking all the lads in your year at school have already gone through puberty, on the contrary! Like you, they are embarrassed to ask and yet are also wondering what on earth is going on with their body! However, lots of them will be boastful that they have had sex by now!!! Believe none of it!

Patience, guy, patience! It doesn't all happen at once! Most people don't get underarm hair until they're 15 or 16, the same with needing to shave. Masturbating doesn't have any effect on your rate of development. Enjoy it as much as you want.
