Older versions of processors could never do two things at once, but yet make you believe they are in fact doing two things. This achievement was made by dividing the processor time into slices.
Suppose there are 'n' number of tasks your PC is performing at a time, you can say that all the tasks are being performed at the same time, but that is not entirely true. The processor's time slots are so designed that it does part of one task in one slice, and immediately switch to another task. In short, it does the tasks in pieces, one piece after the other, but ultimately doing only one piece of one part at a time. After the time slice is up, it switches to another piece of another task. Thus a processor speed gives the frequency of revisiting a sequence of tasks, i.e., the number of cycles it can do in one second. In Core 2 Duo, there exist two processor working at once, thus having a possibility to doing two tasks at once. It cannot be said as 1.6*2=3.8GHz, but that it can do the 3.8 GHz task with two 1.6 GHz processors in a better fashion than a single 3.8 GHz processor more efficiently with better outcomes.

It means that the processor has "2" 1.6 gig cores or processors, each having it's own cache. The CPU can process twice as much data in any give time segment. When installed in a system that runs duel circuits to the memory it can really decrease the time that it takes the processor to accomplish it's tasks.

What it means is that you have two microprocessors, cores, on one chip. You really cannot compare the Ghz of multi-core chips to that of single core. The two cores mean that you can run two processes at once. You will get maximum advantage out of this while multitasking. However, if you are running an old game, you will find that a cheaper single core processor will outperform an expensive multi-core one. Newer applications and games are optimized for multiple cores though, so you will get more performance out of these chips as time goes on.
