You're talking about "Student Bodies"

The killer, affectionately named "The Breather", would kill various people in the film, and with each hilariously gruesome death, a score would flash on the screen (if I recall, he kills a bug, and half a point would be indicated).

He would make prank phone calls, while speaking and breathing heavily through a rubber chicken, and in the course of the film, he would assume a particularly growing animosity for some kid, who would always leave chewed-up gum for the killer to inadvertently step in, or grab onto.

A particularly funny moment is where an announcer would be cut into the movie, halfway through, talking about how successful "R'-rated slasher films have a lot of sex, violence and swearing; he goes on to say that since this film didn't not have overly graphic sex or violence, but still needed an 'R' rating, he wanted to take the opportunity to say "F*** You!!!".

Unfortunately, the film has yet to see release on DVD, and the long-out-of-print VHS tape is very, very hard to find (I've about damn near worn MY tape out!!!)
