Use white distilled vinegar and water. Vinegar is a great deodorizer, it is inexpensive and it kills germs. The vinegar smell dissipates as it dries.
Bleach is the last thing you should use on urine. Urine is basically ammonia and when mixed with bleach it can create harmful gasses.
Pine-Sol and it's fumes are highly toxic to pets. It can cause the inside of the throat and nose to burn and cause severe permanent damage to the throat and lungs.

Have you tried renting a steam cleaner and gone over your floors with it? I think the "wee" has gotten under the tiles and the floorboards beneath have the odor. Sorry, but I have a horrible feeling you will have to pull up the floor. Before you go there though, call in a professional. Get their opinion, and see what they suggest.
BTW, are you sure it's not in the carpet somewhere too?

Start ripping up the peel-n-stick. Urine has gotten into the cracks and under the tile. Sheet linoleum is the only way to go (unless you try glazed concrete - no one wants that in their house). I had a Yorkie who went on the floor for 15 years and found that no floor (including ceramic tile) is immune to the odor.
Treat the behavior. Call the Dog Whisperer. Find out why they are going in the house and make the change to help them stop.

There are special cleaners you can find at the vets or a pet shop that are specifically made to neutralize urine. You can also try cleaning with a solution of half white vinegar and half water. Once it dries then sprinkle baking soda on the area where the urine was and let sit overnight before vacuuming or wiping it up.

In a spray bottle mix some lemon juice water and bi-carb soda. I think you use vinegar too. But shake it every time you go to use it. It doesn't mask the smell like commercial air-fresheners but actually eliminate the odours. Give it a go, it should work. If you don't like the smell you can always use the commercial air-fresheners then, once the smell has been eliminated.

I would never get ride of my Pepi Joe and unfortunately he occasionally does the same thing. He's part of our family though he sometimes gets baned to the garage for it! I just keep a lot of cleaner (one with baking soda works the best) around. Unfortunately if its too bad nothing would help except pulling up the tile and replacing it. You need to decide what is more important your dogs, the smell or saving money?!?

first clean the area with soap and water (really good)
Rinse well and allow to dry.
After it drys, spray a generous amount of Nature's Miracle - just for Dogs - onto the area. Allow to dry, and keep you dog away from it.
You can get this product at any pet supply store.
You may need to do 2 or 3 sprayed applications.
This really works great. and it does not bleach out your carpet as vinegar and other items can do.

They must not have a way to get out during the day, right? Because I though JRs were highly trainable.
Ok, there's this stuff in the pet shop. I've never used it, but it's supposed to be cream of the crop. It's called Natures (something I can't remember).

I use a combination of white vinegar & water on dog pee, it nuetralizes the odor. I've only used it on carpet though. It won't hurt the tile, just not sure if it will have same effect.

Spray some vinegar on the floor and mop with it.Then go back and spray it again.Turn a fan on to dry it well.That's what I done when I had smoke smell in my house.Mopped with it.It works.
