What does facial hair have to do with getting married? Lots of guys and especially of certain races have little or no facial hair, and they have no problem getting married or producing kids if that is what you really mean.

Some guys just don't have a lot of facial hair. I am sure he can get married.

to my knowledge, you CAN get a marriage license regardless of facial hair..
