You do not say what type of car you have, but if it is an older one, with a carburetor, you have a problem with your choke adjustment!!

You didn't specify what kind of car you have. If it's fuel injected, either your throttle position sensor is bad or your fuel pump is failing. It could be a fuel filter, too, but that's unlikely.
If it is carburetted then it is flooding or the floats are stuck and it is not delivering enough fuel at start.

If it is a carburatd engine the float bowl needs attention
If it is electronic throttle body style. It could be a number of problems - better to have a OBD2 scan done for error codes.

Be more specific with your questions, like is it fuel injected or carb, does it stutter until warm or runs fine when started, does it do it all the time or just when cold.

please modify to include year, make & model...
most modern cars do not have a mechanical primer like cars of yesteryear where everything nowadays is electronic including fuel pumps. more than likely you have excess fuel and pressing the gas pedal opens up to allow more air flow upon cranking???

you are most likely having a flooding condition. gas is entering the engine while it's not running causing your starting difficulties.
