It means like I don't care or I don't know. Example:

meh is an exclaimation of mild displeasure/uncaring
kind of like if you say "did you like that movie we saw the other day?" and me saying "meh, it wasnt that good"
some people also use it as AIM slang, they use meh instead of me to sort of create a funny accent that may/may not portray their personality
