Nope not even close.
It all depends on the species a zoo has but the award on avg probably would go to various species of monkeys.
Howlers, gibbons, siamangs... they are insanely loud. Our office at work is on the opposite side of the zoo from our gibbons and siamangs. There are days when they are outside that we can hear them from inside with all our windows and door shuts.
There are animals who have their calls that carry much further, elephants for example, but the pitch is out of our hearing range.

A tiger is ONE of the loudest creatures, but far from being the actual loudest.
Macaws are grotesquely loud and would drown out a whole cattery of tigers, the lion is very similar and would be as loud. Elephants are certainly louder and howler monkeys are extremely loud. Most of the parrot family have very loud calls and could match the tiget easily.
Surprisingly one of the smallest animals in most zoos is probably louder than a tiger...the tree frog, especially the ones from Central America which can be heard for miles and can be quite deafening during a rain storm (though they may not get the rain storm experience in a zoo!)
I would imagine that the big cats, lions and tigers, are roughly equal in volume, but are probably around No. 50 in the loudness stakes.

Howler monkeys are definetly among the loudest creatures on earth. In the wild their cries can be heard for miles. I was at a zoo in the howler monkey area when one let loose. I felt like plugging my ears he was so loud! I could hear him all over the zoo throughout the day.

No, I don't believe a tiger makes much noise unless it is injured, or angry. Peacock's tend to be the loudest animals at the zoo.

Nope. Depends on what other animals it has to compete with but Macaws produce cries that can be heard over a mile. Also, lions also produce calls that can be heard for several miles and gibbons and siamangs can also be heard for several miles. I can honestly say that even with their roaring, tigers could not compare to the other 'noisy' zoo animals.
