Robert Mugabe of Zimbabwe. He's that age and sounds like exactly what you've said. I've got no idea how we(Britain and America) haven't invaded Zimbabwe yet to get rid of him. If the invasion of Iraq wasn't for oil, but to remove the leader, why don't we try to remove Mugabe? I'll tell you why. It's because Zimbabwe doesn't have any oil and it is to do with Iraq having oil. Labour and the Republicans should be ashamed of themselves.

My sympathies to you and all your fellow countrymen. Mugabe's policies are truly horrific. Zimbabwe used to be known as 'the Breadbasket of Africa', now reduced to hyperinflation with a loaf of bread costing a week's wages.
A tragedy. But at 83, how much longer can he last?

I heard that inflation has dropped a mite, from one million percent to about 999,999%.
Things are looking up then!
Well at least the people of Zimbo have the sun. We ain't seen it here yet and it looks like summer has been cancelled.

Is he Hugo Chávez, the president of Venezuela my husband works there - sounds like him.
He says he is doing what he is for the people and those like my husband who have no option but to work there because we need his wage and his company sends him there ( we are British and my husband works for a Danish shipping company shipping stuff to the oil industry)
But my husband from first hand expereince - and I from what I have learnt - would love to see the Venezuelan people benefit from his policies and good luck to him if he does plough oil profits back into his country - this is only fair. But they are not!!
It seems to us he is lining his own pockets as there is not sign of change and ordinary working people in Venezuela still live in appalling situations and their is such corruption.
My husband makes his judgement form what he sees and not what the news etc says and he made good friends with a local Venezuela chandler that sold supplies to the ship he is on -
but this chandler did not vote for Chávez and a few days later he turned up at the gates of the docks with hundreds of £/$ of goods for the ship he had to buy first before selling them to the ship - he waited 5 days by the gates as the goos went bad and he was not let in !!!! ( because he had not voted for Chávez and if you do not this is what happens , your lively hood/business/job gets destroyed )
and so the ship and others had no option but to get their goods from another chandler who did vote for him
and so this nice man went out of business.
It could be Chávez?
But then again it sounds like many other corrupt presidents - my husband has worked in many countries recently including Nigeria, Brazil, USA, Thailand, Malabo and many more where presidents or govenment play lip service to helping their people but are suspect .
but I guess out of all from what I hear Mugabe is probably the worst and is probaly this age - but he is not the only one?
and I have no idea how old Chávez is?
