I actually read an article (the same article that said that Canada's circumcision rate has dropped to 9% nationally) which said that the cost of circumcision varies by each province. So it's best to ask.
Other than that, does he have a tight foreskin or anything wrong? If so, e-mail me from my profile and I'll give you the information on how to fix that (very easy without surgery). A foreskin can actually be helpful.
Other than that, here are the risks of circumcision.

The USA is the last advanced nation doing it, but rates have fallen down from over 90% in the 1960s to as low as 21% here in California currently. From CNN:

Circumcision was actually promoted in the USA at first to stop masturbation (in hopes of it being tight enough to require lubes and not have skin to slide since the foreskin is already moist)

USA = highest HIV rates in advanced nations (and highest circumcision rates). CIA statistics:

And one study already trashed the claims of the study that said that circumcision reduces HIV.

I don't know how much money it will cost to deform and permanently mutilate a child. I do know that it will cost a child in terms of never being able to have a normal sex life. Basically, circumcision takes away a boy's chance of having a normal manhood. Basically, the problem with circumcision is that the people who pay for it are not the ones who have to live with the consequences - and the price for the victim is far higher than any monetary payment. Kelsey brings up an interesting side-effect of circumcision, in that many intact boys get recurring infections in the US. Strangely, this doesn't happen outside the US where almost every boy is left intact until puberty, and the reason is that parents and doctors of infant boys in the US have never been taught how to care for an intact penis. Often they retract the foreskin (assuming it's retractable like an adult's is) - BIG MISTAKE. It causes repeat infections because the foreskin is severely damaged. So we get lots of reports about how intact boys get bad infections, even though routine circumcision is indirectly causing these infections. It's like a 'Catch 22'. If doctors and parents would just leave intact boys' penises alone, the infection rate would drop virtually to zero. An intact penis is self-cleaning and hardly ever gets infected if caregivers simply leave it alone.

I don't know how the Canadian healthcare system works, but It's unlikely that it would cover circumcision since it's really just cosmetic. In the US a circumcision can be anywhere from $1000-$2000 US dollars.

routine circumcision was delisted in Nova Scotia in 1997 so I don't believe it is free but I will keep looking and update my answer once I find it.
edit: Looked and I can't find it short of just calling the department of health in novascotia. There are some cosmetic things in newbrunswick that are covered anyways like a breast implant or testicular implant for breast or testicular cancer patients and stuff.

I think medical care in Canada is free because they have socialized medicine. Check it out. Ask your doctor.

Well, in AMERICA it's about $10,000 but then again we have real insurance here and it messes up all the pricing. You all have that crappy socialized insurance, so the price could be totally different. Why would you not just call the hospital to get a price? What would make you think you have to GO there to get a price?

Probably quite a bit, how about if it's investiating it, he goes and asks how much it costs?
I don't see why he wants to get it done though...
