First, I have unplugged the power and all components on my computer to get rid of risidual ram memory.
When I start my computer up, I get the blue screen, then it gives me an option as to how to start it. I have started it in safe, safe w/ networking , and in normal.
After doing so, I get the windows starting screen, then it shuts down and the cycle starts over. It almost seems like it is also going into hibernation.

try to remember of any program that u installed before this problem started, if that is the case u have to remove it if u can start in safe mode.

If new programe installation is not the cause then ur harddisk may have bad sector of corroupt system file which is required to boot. try booting up with any bootable media like CD that can run chkdsk C: /f /r (if C is ur bootable drive)
eg. bartPE boot disk or a simple win98 boot disk (floppy image on CD)

or try booting up with ur Operating System CD and using repair option when it says to press r for repair.

Yer all wrong. This is because Windows XP has a feature called 'Reboot on restart' enabled, which forces the computer to move around in circles when an error like this surfaces.
Boot into safe mode if you can and dig around in control panel > system until you find it.

If this doesn't work, do a windows repair installation. Insert your windows XP disc and when prompted press the 'R' key to re-install the C:\windows\ folder on your PC, eliminating any system failure (hopefully!)

Well if you're running windows xp you may need to run an inplace repair on your operating system, providing you have the windows cd. Here's a tutorial for doing this:

That happened to me already when i installed error hardwares/software and the computer detects it. I had to Reinstall Windows XP (reboot) and my computer starts from Stracth, everything gone...

I suspect the hard drive is so bad that it cannot read the windows boot files.

I beleive you will need to reformat the hard drive or replace it.

You will loose all data files not backed up.

Your computer does that when 2 or more errors are detected on the system or hardware. You should call IT Support ASAP

looks like something is wrong with your hard drive if its doing that...hopefully you know someone that could help you check out your computer...do it as soon as you can
