Cd's are available at major stores like Landmark - Spencer Plaza, Apex Plaza near Gemini Flyover and City Center.
At Odyssey - Adyar and Anna Nagar.
Fluency in English Will come with practice. I'd advice you against using these Cd's though. Watch BBC, if you find the accent difficult to follow then watch NDTV. Listen to the phrases they use. Try them out yourself.
With a CD you'll get only so much material, which will limit your practice to only that much. Whereas when you watch others talking on various topics it will not only help you improve your General Knowledge, but will also enhance your grasping and understanding capability of the language.
Talk confidently to those who speak the language fluently. You might make mistakes, but soon you''ll develop confidence and start speaking perfect English.
Reading is another way of improving your vocabulary and fluency.
