Windows' Recycle Bin isn't all it could be. It mainly keeps files deleted under Windows Explorer or My Computer, but not files deleted from within a program -- even Microsoft's own premier programs Word and Excel. For that you'd need a third-party product such as Symantec's Norton Systemworks or another Symantec product with Norton Protected Recycle Bin, which catches deleted files Windows misses.
After-the-fact file recovery programs are hit-or-miss at best. Under some circumstances, you'll get back exactly what you want to see, but under others, you'll get back scrambled eggs with pieces of the shell still in them.

If you have pressed Shift+Delete no one can find it.
if you have a recovery software then get it back by that or by system restore.
