In the last month, I've won several eBay items, which I thought were a great deal. Unfortunately, the seller(s) ended up backing out of the whole thing, and refunding my money (against my wishes). Why can't eBay or Paypal do anything about this? Why are they so wimpy? Aren't there any legal grounds I can use to force these idiots to settle up? One guy
delayed me for more than six weeks with lame excuses, before he finally gave in. I had to pester him about a dozen times, before he told me wasn't going to send my stuff, then he refunded my money.

They can enforce that you are issued a refund.....in that event.

Isn't that "settling up"?

Neither eBay nor PayPal can force anyone to follow through with a sale or purchase. Only the courts can do that. You'd have to file suit against the seller. That's normally not worth the trouble.

Well they do make sure you at least get your money, but i agree this is not enough.
You have to spend your time reporting and following up with ebay to get some kind of strike put on the seller...but most times, we find out and never buy from them again, so it is hard to show a pattern.
Ebay has gotten too gready for fees, and i think they over look too many violations.
I used to sell on ebay, not anymore...instead now i supply ebay sellers. Much easier!!!
Good luck
