sure.right to information act 2005 is applicable to india and any citizen of india can seek information from the public information officer. the word CITIZEN includes a government a government servant .no reason is required for filing rti application. all application must be with Rs.10=00 fee.
if the authority fails to furnish the information within due time not exceeding one month he will be penalised with Rs.250=00 per day up to rs.25000=00.and the guilty officer is also liable for desciplinary action under respective cca rules.
by this act a subordinate official can seek information of his higher officer's salary, service particulars,assets and liabilities.etc.,rti act is having over riding effect on all other acts and rules.
it is not applicable to certain dept like military,external,assam rifle etc.,
but it is also applicable to police dept. judicial dept , among other depts.
no memo or notice shall be given for applying information in respect of his higher officers.
its a legal right.

Yes. A government employee also can seek information from his/her higher authorities.

RT Act does not prescribe any such bar for government employees. In fact every citizen of the country is entitled to seek information from Public Information Officers except that information which is prohibited under Sec 8 of the Act.

Yes of course. In fact most of the applications and appeals u/RTI Act are made by Govt employees (as per the recent 'speech' given by Chief Information Commissioner Wajahat Habibullah in which he complained about this trend). Buy a copy of the Act or read it online on cic.gov.in

following requirements: 1) form 'A"( application under right to information act,2005) available from book stores or where courts documents are available. 2) an application on a plan paper ,seeking information on the subject. 3) a postal order of rs 10/ available at post office a little inquiry will reveal where the application is to be submitted for seeking information for u r case( name of the office) with all above documents 1..to...3 in case of any problem ,contact SUVIDA KENDRA,normally located at dc office good luck
