What does this mean? This message pops up everytime I will try to open Warcraft 3 in my PC. I will get a blackend screen with the words "H. V Frequency Over Range" but I do have an audio.

My monitor's a 15' CRT by ViewSonic (model E50cSB) and my video card's Sparkle 7300GT 256MB 128 bit DDR 2...

This problem doesn't occur all the time. Sometimes I have to restart my computer once or twice and the game will run ok. Sometimes it just won't.

What's the problem and what can I do about this?

Check the resolution and refresh rate settings for your game and monitor. The game's output is not matching what your monitor can produce.

You are running the game at too high a resolution and/or refresh rate.

Go you your game configuration and set the refresh rate to 75 Hz, or 60 Hz if you can put up with the flicker. Set the resolution to 800 by 600 for 75hz or 1024 by 768 for 60 Hz.

This simply means that the game is trying to run beyond your monitors ability to render it. You monitor has scan ranges, both vertical and horizontal. Your's are as follows:
(horizontal) Fh: 30-54KHz; (vertical)Fv: 50-160Hz
The game is obviously trying to run outside these ranges so simply run it in the games safe mode to check your video settings. You may need to tweak your graphics card as well, it may not be able to handle warcraft properly.
