I think it's Beyonce. She wears really short skirts and hot pants. She's always showing her stomach and boobs too. Shakira shows flesh when she has to because of her dancing.
I seen herlive shows and on tour and she covers up nearly all the time. She wears cargo pants, t shirts. She only shows flesh for song like

Ojos Asi
La Tortura
Hips Don't lie
Objection Tango
The rest of the time she covered, wears little make up and no fake hair.
Even though Shakira doesn't follow fashion, I like her style.

definitely beyoncve is the one showing more.shakira has always said she doesn't like showing much, ever, and that she doesn't really like it.

I like each Beyonce` and Shakira however within the video..I relatively believe Shakira seemed bigger. Beyonce` gave the impression of she used to be seeking to compete with Shakira....in particular within the finishing of the video. -There used to be rumors going round that there used to be anxiety at the set and that each ladies shot the video individually however that rumor is fake on account that that they had a tape of them at the set being 'pleasant'.

well i would say its definitely shakira cauze she always wears mini top with a skirt or jeans and when she dance u can see all of her upper body.
