Well, genetics plays a role in how big a womans breasts are going to be and hips. We all come in different sizes! Anyways, the reason that girls develop a higher body fat percentage at purberty is hormones. A woman cannot safely carry a baby full term without a certain amount of body fat. This is why with dramatic weight loss or athletic woman do not menstrate.

Also, obesity and being overweight is epidemic in some areas of the world and teenagers tend to eat because of stress. After a certain point the weight gain isn't because of puberty so much as it is attributed to over eating and inactivity.
