If the "actual" formula is what's required I don't see why empirical formulas are needed. Any help would be appreciated.

What is actual? Theoretical and empirical I know. When theoretical formulas are not known exactly, empirical formulas are used. Empirical formulas work in some conditions.

Empirical means practically observed.

You can use it to find or determine the molecular formula for a compound only if the molar mass of the compound is known
