I don't think it is really possible to answer this question. The harbour is quite large, and Australia has been inhabited by humans for thousounds and thousands of years.
Maybe you should refine your questiona bit more.

interesting question but finding the exact number would be very hard indeed.

i don't think that info is readily available to the public but i'm sure there have been a handful of accidents and injuries.
