Blame business environment. PCs were supposed to be business machines. Indeed, that's why IBM made them in the first place: to "introduce" people to IBM stuff but can't afford their really big mini's and mainframes. They didn't anticipate inventing a whole new market and it end up getting away from them like that.
The initial PC was, you guessed it, beige / white and black. Before that, Apple II and Commdore 64's were beige. Apple then switched to a white shade of Beige, sometimes called Platinum.
Another reason is production. Having them in various colors adds to production and stock problems. Instead of ONE partnumber, you now have... MANY. In fact, Apple was the first ones to introduce multi-colored PCs... the iMac, of course. They also really angered some aftermarket vendors by switching colors after only a year, thus ruining a lot of inventory that now no longer matches the colors.
Nowadays, you can order cases in almost any color you want, esp. from Newegg. Alienware is the first to give the consumers choice, I believe, and Falcon NW was first to offer custom paintjobs called Exotix. Heck, nowadays you can even get color coordinate mice and keyboards, as well as monitor faceplate to color-coordinate the whole thing.

They're a bit like filing cabinets aren't they. These light colours blend in with any decor and become unobtrusive. In the workplace, filing cabinets and computers are tools, not fashion statements. There are plenty of snazzy cases for home users though.
