Usually, they list the read, write to CD-R, and write to CD-RW speeds. Sometimes known as the read, write, and rewrite speeds.
For example, 52x52x12 means it reads CD's at 52x, can write CD-R's at 52x, and write to CD-RW's at 12x
The standard speed is 150Kbps, so 52x that. The original CD audio specs says the data rate is 150 Kbps, so later drives improved upon that. Used to be doublespeed, then quadspeed. Then Creative made "Hexspeed" (really!) drives. And from there on it just kept on going.
BTW, 52x is about as far as it would go. Some say you can make 56x, but no more. The media itself will spin apart if you go any faster. In fact, some cheap media were already reported as broken up into pieces inside the drive (with disastrous results)
Any further improvement in speed is rather pointless as we're doing DVDs nowadays any way, and now, Blu-Rays.

What does the 'X' in a 48X speed CD-ROM mean?
The 48 part is easy. We know it's some kind of measure of speed. 48 is faster than 16, and 52 is faster than 48.
The X? It's really just shorthand for "times" - as in multiplication. That 48X drive is 48 times faster.
48 times faster than what?
48 times faster than a 1X drive of course.

It's all to do with how fast the unit can read & write cds.
In this particular case it would be: 48x write, 12x re-write & 52x read.
