There is actually more than one way you can upgrade your petpets level.
The petpet lab can increase your petpet's level when you zap it. However, in order to have the petpet lab, you must have the normal laboratory map (costs about 500k) and then you have to buy all 9 pieces of the petpet lab (1k each). WARNING: Petpet lab can also decrease your petpet's level
The second and best way is to battle your petpet in Petpet Battles

Petpet Battles is a pretty easy game...though it gets sort of boring. However, the good thing is that Petpet battles can never decrease your petpet's level.
The third way your petpet's level may increase is by visiting Turmaculus. He MAY increase your petpet's level if you wake him up but he MAY also eat your petpet.

The last way and very rare way to get an increased petpet level is a random event. Never happened to me...soo Good Luck!

There is a game called Petpet battles in which you fight against other petpets, and if you win the level can be increased.
