Well...there definitely seems to be a positive tone in which the Delhi Chief Minister Ms. Shiela Dikshit announced that the the Blue Line buses will be taken off the roads soon.
But practically speaking, it would be nearly impossible to take these buses off the Delhi Roads, considering the fact that millions of commuters use these on a daily basis.
The Delhi Govt. with its inability to provide sufficient nos of buses running under them, had to revert to introducing private operators on the routes decided by the Transport Department nearly more than a decade back. Today, these buses carry the major share of taking people through different parts of the city.
The city has already implemented the Delhi Metro on certain routes, and the high capacity buses (the low floow buses) system is also being introduced now.
But honestly, I believe that these will not be able to cover the spread of the city and in no ways would these be able to fill the void left behind if the blue lines are taken off. I completely agree that these have been a menace on the road, with rash drivers trying to get one up on the competition, but in the process, claiming a human life once every twe-three days (on an average) and its is only beneficial for the people if these stay off the road. I personally have had many a bad experience with these, but taking them off the roads would only mean a steep shortage of public transport in the city.
If the Delhi Govt is seriously planning to take them off the roads, an equivalent number of buses plying under the Delhi Transport Corporation should be available on the roads to compensate these and not cause inconvinience to the commuters

The government of Delhi announced on July 03, 2007 that it will halt the Blueline bus service after a crashing bus hit five cars and killed a teenager.
Chief Minister Shiela Dikshit said the service will be phased out in two years.
She added the service will be replaced by a fleet of 'low-floor, high-capacity' buses.

We have to wait and watch.They now seem to be more serious than before ;perhaps due to increased Media Focus on the havoc that these BlueLines are causing on Delhi Roads.
But Government also needs to provide viable alternatives to Public for their Transport.;else Commuters will keep on suffering.
