Unless the country has some other sufficient revenue source, such as major oil revenues, yes taxation is necessary. The more services that the government provides, the more taxes are needed to fund those services.

Yes, it helps fund the government and return services like health care can be available free for you. If the government didn't get much money then they would become a developing world country
