This is similar to a tornado. This is cause by a downward force of water draining or the downdraft that the drain creates in the body of water. The downward flow of the water into the drain begins to rotate, and as the rotation speeds up the vortex forms.
Why should the water start rotating? There are lots of explanations, but here is one way to think about it (and this way happens to apply to black holes as well as it does to drains). Imagine you are a particle in the water, and you are being pulled toward the suction that the drain creates. You are accelerating toward the point of suction. However, because of your previous momentum, the number of other particles getting sucked toward the point and other factors, chances are that you are going to be off to one side of the point of suction when you arrive. That deflection sets you up on a spiraling path into the point of suction, like a moth spiraling in toward a light. Once the spiral has started in one direction, it tends to influence all of the other particles as they arrive.

Rotation in small bodies of water (say, less that the Mediterranean in size) are cause primarily bu the shape of the container and drain, and any initial eddies. A bath must be left for about 12 hours to have no eddies.
For large bodies (say larger than the Mediterranean) then the Coriolis effect becomes important, but is entirely neglible for anything smaller.

For the best example from my, have you ever seen hurrican, tornado, bawandar, typoons, etc.
It is because of the low pressure area in the surface of earth.
See the drain pipe in the tub may be taken as low pressure of the earth and remaining area can be taken as high pressure. Water moves from high pressure area to the low pressure area. And due to the gravity of the earth it rotates.

Two reasons.Water creates a vortex because the whole volume cannot go through a narrow entrance at the same time.The other reason is the magnetic pull of the earth.In the Northern Hemisphere the water goes down one way, and in the southern hemisphere the opposite way.

As the water flows out, it creates a vortex, which causes the circular flow. Some people are gonna tell you that it always flows in clockwise...don't believe them. They are confused. Water flows out in both directions.
