It depends on why he could only reach that height. If he's fully supplied with ample oxygen and heating equipment, but had to stop because he ran out of food, the atmospheric pressure wouldn't make much difference. However, if he ran out of oxygen or became exhausted and wasn't using oxygen supplies, he would not be able to reach the same height again starting from the same conditions but with lower atmospheric pressure, because the available oxygen will be less.

You asking a good question. If we climbing an mountain or an height object, the pressure acts as an important role with us. Because men can do any work with a normal atmospheric pressure. Hence if atm.pressure decreases then men doesn't climbing.
