for example james is in an unlit room with a small glass panel, and you are outside in the daylight. why cant you see james when you looked through the glass panel?

You see things from the light that reflects off things. If there is no light in the room, then there is no light bouncing off James and you can not see him.

There is no light in the room where James is located. That means no light is falling on him and being reflected outside the glass panel to the person standing outside. That is why the person standing outside cannot see James. Remember: we only see objects when light falling on them is reflected towards us. If there would bt no reflection we won't be able to see objects.

The last part of your question is strange. Jame MUST be able to see the person standing outside. But as you said, James is in an unlit room that means even the glass panel isn't allowing light to come in from the outstide. That is why James can't see the person standing outside.

James should be able to see you and you should be unable to see him. Because the light in the room is much less compared to outside, the glass acts as a one-way mirror. So, James can see you but you can't see him.

If the glass is coated with an antiglare film inside the room and the room is well lit, you can inside the room but the people inside the room can't see you.
