You need to ignore most of Dumbledore's Army and look at the core members. Those being Harry, Ron, Hermione, Neville, Ginny, and Luna. These six fought the Death Eaters at both the battle at the Ministry of Magic and the battle at Hogwarts the night Dumbledore died. In the first battle they had to be rescued by the Order of the Phoenix while in the second they fought alongside the Order. But then look at the difference a year can make in terms of training. They were better able to face the Death Eaters in their sixth/fifth year than they had in their fifth/fourth year. In fact it seems they are getting more and more on an even footing with the Order of the Phoenix in terms of fighting Voldemort and the Death Eaters.
You don't see the same happening with the rest of the DA. And it seems Rowling has set these six up as a core group in it to be very much like the Order.
In the end, I feel the most effective at combatting this threat will be the two combined

The Order.
More experienced, trained, prepared wizards at work, who will more likely know patterns and history of Death Eaters/Voldy than the DA.

Obviously, the Order. DA had a bunch of unqualified teenagers with some real wierdoes mixed up too. Wouldn't stand a chance against Voldy and the death eaters...they've killed qualified, grizzled Aurors.

I believe DA should be sworn into Order.
Even though the DA is a "bunch of teenagers" (as many of the people have mentioned)...the one thing that binds them is the truth of their hearts. They want to fight the darkness. Without any personal gain. in case of neville and harry, its the revenge that pushes them forward...
And that would seem such an interesting thing to watch, DA and Order, fighting side by side....fighting Death Eaters...
