If it's this simple then you can make it on the paint program:
-After you open it notice the two left edges.
-Drag them to let the area go bigger.
-Open 3 other documents (open paint 3 times)
-In each one open one picture.
-Copy the second picture from paint2 to the re-changed area(paint1)
-Position it as you want.
Repeat the steps for the others.
The same thing you will make in Photoshop but instead of resizing this way you'll re-size in different way.

You need one of the photo editing softwares on the market. Almost all camera software has the function you are after, some of the older software that used to ship with all printers and scanners know as Photo Deluxe can do this very easily. Any of the Adobe Products can do this as well as Corel.
HP, Fuji, Canon, Kodak.
