A percent is a fraction. What it means is out of 100, so 50% is 50 out of 100. What you need to do is turn it into a fraction and convert it. Here is how I would do it:
99/396 = 0.25
0.25 = 25/100, or 25 hundredths.
99 is 25% of 396. If you do it on a calculator (I just did, I didn't feel like doing a long division problem), check the answer with some logic: if you did the problem backwards (396/99) then your answer would be 4. 4%? That doesn't make any sense! 10% would be about 40, and this is more than 40.
