time is - we are living in the best of times but won't know it untill later because we are too busy living through it.
time was - the golden age of memory when we look back at
all those good times that we had before.
Time was not - we waited too long , putting off things we could have done when we could have made the time for it. backpack around the world. learn to fly an aero plane. make a pass at that cute guy just because he was kissable. now we can only think of that lost chance of time with regret.

If time is a continuum then the past is also repeating it self. The present is the only true time because we can't live the past and can't go on to the future without living the present. Time is not really real, 1: 30 is not time it is just a way to keep track of when to do things, things that don't reall matter. Time is a way to make things happen(rain, snow, full moon) things we can not control.

Time is = what is now and we are living it.
can also be a reference to this is the time to do something, a favorable time to do it!
Time was = back then this was how it was, a narrative a history. Perhaps a note of a time when you should have or could have done something that you can no longer do.
Time was not = right person wrong time, right place wrong person, a regret that you didn't do it then, that you had the opportunity to do something that you did not do because you did not feel that it was right for you.

So am I, so I'll give it a shot. I think it's talking about the fragility of memory. You know that the present is real, but as you go further back things tend to blur. Of course you will remember some things, but other things you will be unsure about, or flat-out forget. Therefore time or events either exist or don't exist, depending on what the your brain chooses to recall.
