are there any sites where u can download a program to design video games i loked on google and stuff but all i found were colloges

What you want to look for is a game engine. There are several available....even those that are currently being used by some of the current popular games right now.
If you want to try your hand with some free software, then just do a search on 'Free game engine', and look through those available.
Another option are those that will let you 'scale' your application... that is, if you want to go commercial, and actually produce a game, you can use their software for a royalty... some will let you produce a limited number of games for a lower price, and a higher volume of licenses for more.

Well.. i think there is not free-program about game desing for simply download, since its considered a proffession , not to mention the advanced software.
