That shouldn't matter -- because most PhD students at the better school get free tuition and a stipend. I actually got paid to get my PhD at Berkeley.

To start with... look @ the universities in your home state. It's always cheaper to stay in-state. Also as a rule of thumb, the further south you go, the lower the tuition.
